Students who are at least 14 ½ years old may be eligible for a Special Minor Restricted License and can request permission to park on school grounds.
Student Driving Permits
To apply for a Special Minor Restricted License, you must:
- Be at least 14 ½ years old.
- Complete an Iowa-approved driver education course (example: StreetSmarts).
- Hold an instruction permit and a clean driving record for at least six consecutive months immediately before applying for your Special Minor Restricted License.
How & Where to get the required affidavit for a Special Minor Restricted License:
- Affidavits signed by your school associate superintendent can be picked up at the Waukee CSD District Office (560 SE University Ave., Waukee, IA 50263).
- Please note: You do not need to bring a copy since the office has them available.
- Make sure your address is current in PowerSchool.
- Bring your instruction permit. (Or, a screenshot of your instruction permit.)
- Please note: Per Iowa DOT regulations, District staff cannot provide a signed affidavit until six months have passed from the issue date of the student’s instruction permit.
- Along with providing your completed affidavit and proof of completion of an Iowa-approved driver education course, you may be required to complete a driving test at the driver’s license issuance site.
- According to the Iowa DOT, a student with a restricted license must carry a signed Parent Consent Form. That form may be requested by law enforcement.

Student Parking
All students must have a Special Minor Restricted License and register their vehicle via the parking application for their school (see below). Approval of a school permit does not guarantee a parking spot on school grounds. There is a $25 fee for unauthorized student parking. Please remember that students are permitted to park on school premises as a matter of privilege, not as a right.
The District reserves the right to tow a parked vehicle when it is improperly or illegally parked, poses a traffic hazard, or obstructs the normal movement of traffic, without prior notification at the subject’s expense.
Parking policies:
- Signage in the lots must be followed. Students should park between two white lines.
- Places where students cannot park (restricted areas):

- Handicapped parking (unless they possess a valid state permit)
- Staff parking
- Fire lanes
- Self-created parking spots

- Students parked in restricted areas or whose vehicle does not contain a valid parking tag may be subject to a parking ticket or lose their ability to park on school grounds.
- Cars that display offensive stickers, flags, or other devices expressing opinions offensive or objectionable may be asked to remove the offensive artifacts or to be parked off school grounds.
